Man... That's a deep question... Haha... I'm currently watching rerun of Manny Pac vs Mayweather video on Utube. And various boxing knockouts clips. In terms of boxing, I would say the boxer that is knocked out in boxing could say that time does slow down... things could go slow motion until... lights out... But this would be on a personal, physical, and mental level. The time would appear to be slowing down for this boxer, but what about everyone else? Or perhaps one or two love ones that fainted as the result of the knockout... Anyways, it appears time could be relative to the individual. Could time slow down for the large majority? People say time goes slower in the country life versus the big metropolis where things are hustle and bustle. I also find this interesting as I take time for a stroll in the park, where things are more quieter and time seems to fade away. Without looking at our phone or watch, the position of the sun and lighting would be the only reference that time has passed. In the city, time appear to be moving more quicker as people and vehicles zoom pass in their daily errands.
Can we slow time down? Slowing time like in time freeze or slow motion? Everything? That seems to be a Super Duper Gigantic Humongous task.... We are not talking about an individual experience but to slow down everything that is currently in motion. The earth slowing down its spin on its axis and not affect by the sunset and sunrise... All planets slowing down... All comets and asteroids slowing as it speeds through space... If this is the type of time slowing we are talking about. I don't believe so... We don't have that much power or knowledge... I believe only someone who create this "time" thingy... Someone who set forth the motion of "time" at the beginning... humans can't... But a higher being can.. A higher being who is omnipotent... omniscient... creator of this universe.. Someone who create all this "time and space" thingy as we know it... God.
So short answer for me is, no we can not slow time... not with our limited capacity...

What are the Cultural Implications of Time?
Similar to what I mentioned above, country versus city life. People in the country side have a different perspective of time then people in the city. They seem to live life more at a slower pace. They do not seem to be in a hurry. They seem to speak at a slower rate too. Slowly pronouncing each word and syllable... drawing them words out... People in the city life is all about the time. Time to get going all the time. Always on the clock. There are consequences to not keeping with the time. Time to start work, go to school, make an appointment, etc. The hustle and bustle of city.
What time zone are you in? I'm all city on the weekdays. But' ya'll knoooo thaaat, Imma aw' bout tha' countryyyy life on tha' weak end... ya'll heard...

What about Parallel Universe?
I don't know anything about that. Does it mean two universe parallel to each other? By golly, there's so much to learn about our universe, now we need to know about another? Brain freeze...
I went on Google and search this... Clicked on one of the links. Dummies sound good. I admit, I'm a dummy when it comes to Parallel Universe... and the whole Physics subject... One word on Parallel Universe: Interesting =).

The Theory of Parallel Universes
The multiverse
is a theory in which our universe is not the only one, but states that
many universes exist parallel to each other. These distinct universes
within the multiverse theory are called parallel universes. A variety of different theories lend themselves to a multiverse viewpoint.
Not all physicists really believe that these universes
exist. Even fewer believe that it would ever be possible to contact
these parallel universes.
Level 1: If you go far enough, you’ll get back home
The idea of Level 1 parallel universes basically says that
space is so big that the rules of probability imply that surely,
somewhere else out there, are other planets exactly like Earth. In fact,
an infinite universe would have infinitely many planets, and on some of
them, the events that play out would be virtually identical to those on
our own Earth.
We don’t see these other universes because our cosmic vision
is limited by the speed of light — the ultimate speed limit. Light
started traveling at the moment of the big bang, about 14 billion years
ago, and so we can’t see any further than about 14 billion light-years
(a bit farther, since space is expanding). This volume of space is
called the Hubble volume and represents our observable universe.
The existence of Level 1 parallel universes depends on two assumptions:
- The universe is infinite (or virtually so).
- Within an infinite universe, every single possible configuration of particles in a Hubble volume takes place multiple times.
If Level 1 parallel universes do exist, reaching one is
virtually (but not entirely) impossible. For one thing, we wouldn’t know
where to look for one because, by definition, a Level 1 parallel
universe is so far away that no message can ever get from us to them, or
them to us. (Remember, we can only get messages from within our own
Hubble volume.)
